Our Community Approach

A Framework for Lasting Change

For lasting solutions to substance abuse in Jacksonville, Florida and the surrounding areas, we use the proven Strategic Prevention Framework (SPF) in our community-based approach. Jacksonville and northeast Florida has the ability to make real, systemic change. Working together, we can understand our problems, direct resources and funding, review or change laws, and stand firm for what is working to make our community healthier and safer. There are Five key elements to the framework:

  1. Assessment: Collecting data to define problems, resources, and readiness within a geographic area to address needs and gaps.
  2. Capacity: Mobilizing and/or building capacity within a geographic area to address needs.
  3. Planning: Developing a comprehensive strategic plan that includes policies, programs, and practices creating a logical, data-driven plan to address problems identified in Step 1.
  4. Implementation: Putting in place evidence-based prevention programs, policies, and practices.
  5. Evaluation: Measuring the impact of the SPF and the implemented programs, policies, and practices.

We have also added Sustainability and Cultural Competence to the core of the framework, as both are necessary in developing an effective coalition.
